Each of these sits on a council page that classes the area as fenced, quoted below with a link to the page the wording came from. A gate can still be propped open and a fence can still have a gap in it, so walk in on the lead and look before you unclip.

CanterburyFully fenced"Access off Victoria Park Road, Port Hills." Grasslands, steep ridges and natural rocky outcrops. Open 7.30am daily, closing 6pm in winter and 9pm in summer.
Council facilities page, under the heading "Victoria Park dog park": "securely fenced area", with "fresh drinking water" and "doggy doo disposal bins". The same page says "Dogs must be leashed on all walking tracks in reserves where dogs are allowed", so the fence is where a dog runs and the tracks above it are on lead. The council policy schedule lists the reserve as "Elizabeth Park (excludes Victoria Park Dog Park)".
Source: Christchurch City CouncilThe council describes a fence around part of the area, not around all of it. The quote below is what it actually says, and where the fenced part starts and stops is the bit to read on the sign at the gate.

Source: ccc.govt.nzKaiapoi Dog Park
CanterburyPartly fenced2.2 hectares in Norman Kirk Park on former red zone land: 1.6 ha for large dogs and a separate 0.6 ha small dog area. Dog waste bins and bag dispensers, drinking fountains with dog bowls, and park benches throughout, under mature trees kept from the gardens that stood here. Three entrances, off Charles Street, off Jollie Street, and one inside the Honda Forest area.
Waimakariri District Council's dog parks page, verbatim: "The Kaiapoi Dog Park opened on 30 November 2019. The park has been built on previous red zone land. Many trees and shrubs that were once the pride of residents' private gardens have been retained. With park benches throughout, it already has the feeling of an established park. Kaiapoi's dog park covers 2.2 hectares; 1.6 hectares for large dogs and a separate small dog area of 0.6 hectares. Facilities include dog waste bins and bag dispensers, and drinking fountains with dog bowls. There are three entrances to the park are off Charles St, Jollie St, and also within the Honda Forest area." Waimakariri District Council's Dog Control Bylaw 2019 (2023 schedule amendment), under the heading DOG PARKS/ DOG EXERCISE AREAS, lists it among the areas the council has designated: "Council has designated the following areas as Dog Parks or Dog Exercise Areas: Gladstone dog park, Kaiapoi dog park, Millton Memorial Park dog park, Southbrook dog park". The same clause says "Dogs must be on a lead when entering and exiting the dog park". Reported by Inge and Pip (Aug 2026), who confirmed the small dog area, the bins, the water and the bag dispensers on the ground. Note on the fence: Waimakariri names Gladstone, Oaks Reserve and Southbrook as fenced on this same page and says nothing about a fence at Kaiapoi, so we do not record this one as fenced in the council's words. Two other things do say so. OpenStreetMap way 898311927 is the dog park boundary itself, tagged barrier=fence and leisure=dog_park, and it is a closed ring around the whole park. And Inge and Pip, who walk here, told us twice that it is fenced (Aug 2026). Treat it as enclosed on the ground and keep an eye on the gates, but the council has not put it in writing.

Waimakariri District Council's dog parks page, verbatim: "A 9540m2 dog park was established in Southbrook Park (South Belt, Rangiora) in 2010 - access to this is from Coronation Street or the Southbrook Park car park. The park features a pleasant walking circuit leading to a large fenced area where dogs can be let off leash to run and play. Information signs and seating are provided, along with dog waste bags, bins and a water supply." Waimakariri District Council's Dog Control Bylaw 2019 (2023 schedule amendment), under the heading DOG PARKS/ DOG EXERCISE AREAS, lists it among the areas the council has designated: "Council has designated the following areas as Dog Parks or Dog Exercise Areas: Gladstone dog park, Kaiapoi dog park, Millton Memorial Park dog park, Southbrook dog park". The same clause says "Dogs must be on a lead when entering and exiting the dog park". The fenced part is the off-leash area at the end of the circuit, not the whole park, so this stays at partial.
