This walk comes from licensed public walk data and is being progressively confirmed against the authorities. Signs on the day always win. The rule-setter’s own wording: “Christchurch City Council, Dog Control Policy 2025, clause 6.2.2: "Dogs must be on a leash on paths in greenspace areas where dogs are allowed", and "If a path, shared path or formed track runs through an area where dogs can be off-leash, dogs can continue to be exercised under effective control near the path, but must be leashed if travelling along the path". The council's Hagley Park entry adds a short leash "on all sealed paths in Hagley Park, and the stretches of gravel path that run alongside Deans Ave, Moorhouse Ave, Hagley Ave (in South Hagley Park); and alongside the river, from Harper Ave to Armagh Stree bridge (in North Hagley Park)". This walk is a sealed path circuit past Deans, Harper, Moorhouse and Hagley Avenues, so the lead stays on for the whole loop; the eastern side along Rolleston Avenue and Park Terrace is inside the Central City leashed area, and the Botanic Gardens the path runs beside are no dogs at all. Christchurch City Council, Dog Control Policy 2025 (Botanic Gardens): "Dogs are prohibited to protect collections of rare plants and due to high visitor numbers". On this loop the Botanic Gardens sit inside the park and the route runs along their Rolleston Avenue frontage, so the Gardens gates are the boundary and dogs stay outside them”. Dogs are allowed here. Keep them on the lead, watch for ground-nesting birds and stock, and read the signs at the gate.

Worth knowing where the lead comes off, because the loop is not the whole park. Inge photographed the council's own map board at Little Hagley Park, and its legend is plainer than the policy text: dogs are permitted under effective control in Hagley Park except on the paths shown on the map, dogs go on a short lead on the shared walkway and cycle paths, and dogs are not permitted in the Botanic Gardens. This walk follows those shared paths, which is why the verdict here is lead on for the circuit itself. Step off onto the open grass either side of it, across South Hagley's fields or the North Hagley playing fields, and effective control is the rule, so that is where a dog actually gets to run. The Botanic Gardens stay the hard boundary: they sit inside the park and this route runs the length of their Rolleston Avenue frontage, so the gates are the line and dogs stay outside them.
