New Plymouth District Council’s own wording: “"Fitzroy and East End beaches, dune and rock wall, including: Te Henui Stream mouth to the eastern boundary of the Fitzroy Beach Holiday Park; Dune and wetland area seaward of the Coastal Walkway between the eastern side of the Fitzroy Beach Holiday Park to the Waiwhakaiho Groyne. Prohibited. Exception: Dogs may be led on leash along access ways to the unrestricted areas of the beach." (New Plymouth District Council Dog Control Bylaw 2022, Schedule 1: Area Rules, page 14). The same schedule puts the "Coastal Walkway and areas, including: Formed walkway areas" at Leashed control, so on this walk the sealed walkway is the on lead part and the dune, rock wall and beach on its seaward side are closed to dogs”.
