Kāpiti Coast District Council’s own wording: “The river bank walkway on the south side of the Waikanae River from the Otaihanga Domain to old State Highway One is a dog off-leash area (Schedule 3, 1(e)). The Waikanae Riverbank Walkway on the north side of the Waikanae River from the western edge of Jim Cooke Park to Waikanae Estuary Scientific Reserve is a dog on-leash area (Schedule 2, 1(m)). Otaihanga Domain is a no dog area, and dogs are allowed on-leash along the footpaths, as these are access corridors (Schedule 1, 1(d)). The loop is on lead overall because you cannot close it without the north bank, the two bridges and the road through Otaihanga Domain, all of which are on-leash. The south bank between the Domain and old State Highway One is the off-leash half, and it is the long half. Downstream of this loop the north bank walkway runs into the Waikanae Estuary Scientific Reserve, which is DOC land under its own bylaw prohibiting animals in the Estuary (clause 13.4), so that end is a hard no rather than a leash rule”. About Waikanae River Western Loop
Waikanae River Western Loop covers 2.5 km, near Waikanae in Wellington.
A flat 2.5 km river loop on the edge of Waikanae, walked out along one bank and back along the other with a footbridge at each end to close it. Kellie sent this one in with Jack as the first of three Waikanae River loops, and her account of the dog rules matched the bylaw clause for clause, including the bit most people miss about Otaihanga Domain. Start from Kauri Road or Weggery Drive on the Waikanae side, or from Otaihanga Domain off Makora Road at the western end. Going anticlockwise from Kauri Road you drop to the south bank, follow the river west past the expressway crossing to the Otaihanga footbridge, cross, and come back east along the north bank. It is gravel and grass river-berm walking the whole way, flat, wide and well used by cyclists as well as walkers, so it suits an easy hour or a short leg stretch rather than a day out. The dog rules change as you go round, which is the thing to have straight before you set off. The south bank from Otaihanga Domain up to old State Highway One is a council off-leash area, and that is the longer half of the loop. The north bank is on-leash, both bridges are on-leash as public footpaths, and Otaihanga Domain itself is a no dog area with its loop road marked as an on-leash access corridor, so you can walk through to the bridge but not off the road and not off the lead. We have called the whole loop on lead for that reason: there is no way to close it without the on-leash sections. One more to know at the western end. If you carry on down the north bank past the loop you run into the Waikanae Estuary Scientific Reserve, which is DOC land under its own bylaw that prohibits animals outright, not merely leashes them. It is a bird reserve and the council bylaw points at it specifically. Turn back at the footbridge. If you finish at the Kauri Road end and Jack still has running in him, Kellie's tip is Pukekawa Reserve just up the road, where the flood-prone flat and the Greenaway Road dog park are both off-leash.
Expect easy going, with around 12 m of climb, and takes about 30 min to walk.
