This walk comes from licensed public walk data and is being progressively confirmed against the authorities. Signs on the day always win. The rule-setter’s own wording: “Horowhenua District Council's dog exercise table, which it says is "set out in the Dog Control Bylaw 2025", has three columns: Area, Leashed and Unleashed. Under Levin, "Kowhai Park" is the first entry in the Unleashed column, with Argyle Avenue Reserve, Kimberley Reserve, Gladstone Reserve, Kennedy Reserve, Iona Park and the Levin Adventure Park dog exercise area. The council's own page for the park says the same in its own words: "This popular dog exercise spot close to Lake Horowhenua is landscaped and extensively planted, covering a large area", and its facilities list carries "Designated Dog Area" and "Dogs Unleashed". The Dog Control Policy 2025 sets what off-lead still means: "Dogs are permitted on-leash or off-leash in Dog Exercise Areas. Owners must keep their dogs under control at all times and must carry a leash and effective means to remove any dog faeces with them. All dog faeces must be removed immediately by the owner of the dog. Failure to do so may result in a $300 infringement." Two limits hold everywhere in the district, inside an exercise area or not: no dog within three metres of a children's playground, and none on playing fields or their car parks”. Kowhai Park is Levin's designated off-lead park, landscaped and planted over a decent area on Queen Street West, with the lake in view from the walk. One thing worth knowing before you let the dog go: off-lead here stops at the park boundary. Muaupoko Park next door, on the lake, is a dogs-prohibited area at all times, and that ban is not the district council's own, it comes from the Horowhenua Lake Domain Board bylaw. So keep the lead handy at the lake end.
Expect easy, near-level going, and takes about 10 min to walk.
