Waipā District Council’s own wording: “Waipa District Council: "Dogs must be on a lead at all times when on Council parks and reserves, unless the areas are designated otherwise." For the mixed-time exercise areas, which include this one: "Some dog exercise areas around the district have a mix of on-leash and off-leash times. In these areas: During Daylight saving time, dogs are allowed off-leash from 6pm-10am (but on-leash from 10am-6pm). During Winter time, dogs are allowed off-leash from 3pm-10am (but on-leash from 10am-3pm)." The off-lead window is the evening and early-morning band only: the lakeside loop below Albert Street sits inside the Lower Lake Te Koutu and Camellia Path restricted exercise area, and the connecting paths outside that marked area stay on lead at all times. Waipa District Council lists 'Te Koo Utu Park, Albert Street (lake area)' as a dog exercise area for set hours only: 'Summer hours: between 6 pm and 10 am; and Winter hours: between 3 pm and 10 am' (Dog Control Bylaw 2023, Schedule Two: Dog Exercise Areas). The bylaw defines summer hours as 'from 2 am on the last Sunday in September each year until 2 am on the first Sunday in April of the following year', and winter hours as 'from 2 am on the first Sunday in April in each year until 2 am on the last Sunday in September of that year'.
