This walk comes from licensed public walk data and is being progressively confirmed against the authorities. Signs on the day always win. Waimakariri District Council’s own wording: “Waimakariri District Council's Dog Control Bylaw 2019 (amended 2023) answers this by omission, and the First Schedule says so in as many words: "This schedule provides a comprehensive list of all prohibited and leash dog control areas in the district. If a public area has not been included in this schedule it means the dog control status of that area is 'under control' as defined in this bylaw." The Waikuku Beach Reserve Control schedule names only the playgrounds and sports fields (prohibited), the Waikuku Beach Domain and Pegasus View Park Reserve (leash control), then "All the other public areas: Under control. Dogs must be kept under control at all times for public health and safety reasons as defined in the bylaw." This walkway is none of the named areas, so your dog can be off the lead, with control defined at clause 4.12 as the handler being "able to obtain an immediate and desired response from the dog by use of a leash, voice commands, hand signals, whistles or other effective means". Two local catches worth knowing. The track is a bridleway, and the bylaw adds that a dog which cannot be kept under effective voice control around horses must be put on a lead in the vicinity of one. And if you carry on over the dunes onto the sand, the Coastal Area rules take over: dogs stay under control on the beach, out of the area inside the surf lifesaving patrol flags and 50 metres beyond them, and out of the Ashley River/Rakahuri and Saltwater Creek estuarine areas altogether”.
