This walk was suggested by the community and checked against the authority quoted above before it was published. The route line comes from official track data. Waimakariri District Council’s own wording: “Northern Pegasus Bay Bylaw 2025, clause 16 Dog Control, which is the instrument that governs this beach rather than the district dog bylaw. 16.1: “All dogs on the beach shall be kept under continuous and effective control at all times in accordance with this bylaw and the Dog Control Bylaw 2019.” That is a control requirement and not a leash requirement, which is what makes the beach off lead, and you can see the bylaw drawing the distinction itself because the next two clauses do impose leashes in named places. 16.5: “All dogs are prohibited from staying within the areas marked by surf lifesaving patrol flags and from an area extending 50 metres beyond the flags but can pass directly through provided the dog is on a short leash and under effective control.” Maddie had this very nearly right when she sent it in; the only correction is that the rule keys off the patrol flags, not off the surf club building, so it moves with the flags and it is not there at all when nobody is patrolling. 16.4: “All dogs shall be on a leash on the seaward facing spit adjacent to the estuarine area to the low tide mark north of the Waikuku northern car park and south of the Ashley/Rakahuri River Mouth.” And the one that matters most, 16.2: “All dogs are prohibited from the Ashley River/Rakahuri and Saltwater Creek estuarine areas, as described and set out in schedule 6.” That is a year round prohibition with no seasonal window, and the Waimakariri Dog Control Bylaw 2019 repeats it under COASTAL AREA. Separately, the same bylaw's First Schedule puts “Waikuku Beach Domain” under Leash Control, “with no dogs within 10m of playground equipment”, so the reserve and car park you cross to reach the sand are on lead even though the sand is not”. About Waikuku Beach
This moderate-length walk follows 4.1 km, near Waikuku in Canterbury.
Waikuku Beach is a long, flat, grey sand beach on Pegasus Bay, about half an hour north of Christchurch, and it is the kind of place where a dog can run in a straight line until it gets bored. We have drawn about four kilometres of it heading south from the surf club, which is a little over eight there and back, but there is nothing stopping you walking further in that direction. Behind the sand is a pine belt and the Waikuku Beach Domain, and in front of it is open sea with nothing between here and South America. Dogs are off lead on the sand. That is the Northern Pegasus Bay Bylaw's own wording, which asks for continuous and effective control rather than a leash, and it is a genuinely relaxed beach for it. Two things to have in your head before you let the lead off. The first is the surf patrol flags: dogs cannot stay inside them or within 50 m of them, though you may walk straight through on a short leash. Maddie sent this in as the rule about the clubhouse, and it is very nearly that, but the bylaw keys it to the flags, so in practice it appears on summer weekends when the patrol is out and is simply not there in the middle of winter. The second is the one we would most want you to know, and it is why we have drawn this walk heading south rather than north. Dogs are prohibited from the Ashley River/Rakahuri and Saltwater Creek estuarine areas, all year, no exceptions outside game bird licence holders. That estuary is immediately north of the settlement, so the boundary is close to where a lot of people park, and walking up the beach towards the river mouth takes you into it. The spit south of the river mouth is leash only as well. If you are here with a dog, south is the simple answer. One last small thing that catches people out: the beach is off lead but the Waikuku Beach Domain, the reserve and car park area you walk through to get to the sand, is leash control under the district dog bylaw, and there is a 10 m no dogs ring around the playground equipment. So the lead comes off at the sand, not at the car.
