Kāpiti Coast District Council’s own wording: “Kāpiti Coast District Council, Dog Control Bylaw 2019 (amended 23 February 2023), Schedule Two, Dog On-Leash Areas, item (i): "Wharemauku Stream/Paraparaumu Airport walkway from Rimu Road through to Teoti Street, Paraparaumu Beach or Weka Park, Raumati Beach". The schedule opens "Dogs must be under continuous leash control at all times in dog on-leash areas." So this walkway is on lead by name for its whole length, not merely by the general rule in clause 6.3. At the Raumati end there is one off lead window, and it is narrower than it looks: Schedule Three, item (i) designates "The western corner of Weka Park, Raumati Beach (Alexander Road entrance), between 9am and 3pm from Monday to Friday (at all other times the Park is a dog on-leash area)." That is the western corner only, not the whole park and not the track. The body of Weka Park is a sports ground, which Schedule One item (f) makes a no dog area, and Schedule One item (e) puts a no dog zone "Within 10 metres of all children's playgrounds". The council's Dog Control Policy 2019 also caps the lead itself on a path like this one: "For dogs on shared pathways the leash or lead should not be more than 2 metres in length"”. Wharemauku Stream Track covers 4.5 km, near Paraparaumu in Wellington, walked as an out-and-back.
Kellie, who walks this one with Jack, told us about the off lead corner at the Raumati end, and her hours are exactly what the bylaw says: 9am to 3pm, Monday to Friday. Worth knowing precisely where it applies, because the bylaw is narrower than the ground suggests. It is the western corner of Weka Park by the Alexander Road entrance, not the last stretch of track, and outside those hours that corner is on lead like everything else. The middle of Weka Park is a sports ground, which makes it a no dog area rather than an off lead one, and there is a 10 metre no dog ring around the playground. The track itself is named in the bylaw as on lead the whole way, from Rimu Road through to Teoti Street or Weka Park, so the lead stays on until you are actually in that corner. One more detail people miss: this is a shared path with cyclists, and on a shared path the council caps the lead at 2 metres, so a long extending lead is not the tool for this walk.
It sits at the easy end and barely climbs, and takes about 0.5–1 hr to walk.
