This walk comes from licensed public walk data and is being progressively confirmed against the authorities. Signs on the day always win. The rule-setter’s own wording: “Hutt City Council's Dog Control Bylaw 2025 sets the default in clause 6.1: except as provided in clause 7.1, no dog may enter or remain in a public place unless "the dog is kept under continuous control by an effectual leash held by a person and securely attached to a collar on the dog". Clause 7.1 allows off lead only "in any designated Dog Exercise Area (including a Dog Park) as outlined in Schedule Four". The Esplanade walkway itself appears nowhere in Schedule Four, in either the exercise-area list or the prohibition list, so the leash default is the rule for it. The council says the same on its own page: "In public places your dog needs to be on a lead. This includes all walking and multi-use tracks in Lower Hutt." The beach alongside is listed, and it is cut into three sections that tile end to end. West of Petone Wharf is item 2.6f, a Dog Exercise Area: "Petone Beach Area (west of Petone Wharf) - excluding Honiana Te Puni Reserve and Te Ara Tupua (shared path), as indicated in the map." The far east end is item 2.6g, also a Dog Exercise Area, listed simply as "Petone Beach East" with its entrance at Marine Parade. The middle stretch is item 1.2a, a Dog Prohibition Area for part of the year: "Petone Beach between Hikoikoi Reserve and the Petone Wharf from 1 December and 31 March between 9.00am and 8.00pm" (the run-together wording is the bylaw's own, and it means 1 December to 31 March). Dogs are allowed here. Keep them on the lead, watch for ground-nesting birds and stock, and read the signs at the gate.

Petone Esplanade Walkway covers 7.2 km, near Lower Hutt in Wellington, walked as an out-and-back.
Kellie and Jack worked this one out from the bylaw and they read it right. The walkway is not a listed dog exercise area, so the lead stays on for its whole length, and that is the council's general rule for every walking and multi-use track in Lower Hutt. The beach beside it is where the rules change, in three parts. West of Petone Wharf is off lead, as is the far east end past Marine Parade. The middle, between Hikoikoi Reserve and the wharf, is closed to dogs entirely from 1 December to 31 March between 9am and 8pm, and on a lead the rest of the year. One easy one to miss: the Te Ara Tupua shared path is carved out of the off-lead beach section, so the lead goes back on there even where the beach next to it is off lead. The council's website describes the summer beach closure as running through daylight saving, which is a longer window than the bylaw itself sets, so we have gone with the bylaw's dates.
Graded easy, it climbs about 10 m overall, pitching up to 3 % at its steepest, and takes about 1.5–2 hr to walk.
